CDP Tank at the Swap

Forgive my ignorance, but I have yet to make it to a swap, so I have no first-hand knowledge.
Is there in fact a CDP tank up and running, somewhere in the metro area 24/7/365, under someone's care? Or does it only make its appearance at the swaps? Set up, filled with donations, depleted of said donations, and then emptied and put in storage till the next swap?
And while we're on the subject of the swap- is there any legit "swapping" that takes place? "I'll trade you this for that"? Or is it all selling anymore? Was there more of the swapping back in the early days?

I can't speak to how it once was, but I've done a lot of bartering, trading, and CDPing with members. The members booths have tended to have local or club pricing that truly only is covering the frag plug and hobby cost. Me and another member swapped an old MP10 for two frags, I swapped with another member a pump for a frag.
