Chaeto won't float

So I got some chaeto from a friend and it refuses to float, it likes to sink to the bottom of the fuge..., its in my sump, the sump is taller than Ideal, but I have the chaeto suspended in the top 5" of water manually,

Any reason cheato wouldnt float on its own normally?
 
For some reason sometimes it floats and sometimes it doesnt. Perhaps once it gets growing and producing O2 the little bubbles will help it to float.
 
Mine doesn't float either. It's almost neutrally buoyant though, so as you've probably found it doesn't take much to hold it up.
 
Mine only floats after its produced oxygen and you can see the little bubbles attached to it. Eventually it floats too close to the surface, so I'll resubmerge it while shaking off the bubbles so that the top of the chaeto doesn't dry out from the light. After I do that, it sinks again.

If your chaeto never floats, then it is probably not getting what it needs to perform photosynthesis. Mine initially didn't float due to insufficient lighting, but now I use a bulb similar to this:
