Cloudy water in my tank!!

I have a 10 gallon fish tank, with 3 butterfly koi fish and a dragonfish. i bearly bought them and put them in the tank and the next day the water was all cloudy looking. what does it mean and how can i fix this problem? p.s i added Tetra waterclarifier tablets twice but dont seem to make water crystal clear
