Cloudy Water

Ever since my first water change I've had cloudiness in my water it looks like dirt particles floating around in the tank and there seems to be a film one it on the surface off the water. Before my first water change it was not there after I saw it in my first water change. I thought it was that i kicked up some sand when filling up the tank again. I waited a week and did another water. This time I poured it in the back of the tank so I would not kick up any sand. Left it for a week and still had the cloudiness. Last week i did a water change on Friday and added a Hydor Kordalia to give some surface agitation, a week later and I still haven't had seen any improvement in the water clarity. Theres is a build up on the power heads though. Does anyone know what this is and what can I do about it? I thought it might of been a bacteria bloom, but its been three weeks of the same water clarity.
My water Parameter are currently 0 ammonia, 0 nitrite, 10 Nitrates Ph is at 8 and and kh is at 9 (measured when writing this post)
Also my bigger clown the black Darwin is being submissive to my Black Ice clown which I find weird has this happened to anyone before

Maybe from some of the equipment you use for a water change, bucket, water mixing station. How does the new water look before adding it to the tank.

I buy it from the LFS and I bought the five gallon tank from them to but I am gone do water change right now definitely have never thought that it might be the five gallon tank. I used two different gallons to fill it at first and then bought the five gallon for water changes. Definitely gonna look at the water in the gallon right now
