cloudy waters

hey people,
I got a new 32g tank to replace my 29g beacuse it started to leak out the bottom. In the new tank is a gbta, a small tang and 2 clarkii clowns, all from my old tank. I switched over everything and about 65 percent of the water from the old tank and the rest was new. I also was, and still, using phosguard to keep brown algee at bay. About 3 days ago the water started turning brown and cloudy. This never happend in my old tank which was the exact same set up except 3g smaller. anybody know if this will clear up on its own? or should i be doing some major water changes (seems to be what started the cloud in the first place). oh and I already cleaned out the filter and powerhead. sorry for the dragged out thread but I wanna give as much useful info as i can. thanks!

old tank was about 6 months old, new tank is about 2 weeks old.
 
What kind of water did you use when you changed out the other 35% ? I could be that it had a lot of silica in it and is causing and algae bloom. But you said that you are running phosguard which should take it out. Do you run carbon? That might help. I dont know thats kinda weird because you have flow, phosguard and everything. Your nitrates might be high because of moving the sand around from one tank to another. Check them and maybe you need to do another water change to get those down too. good luck.
 
I used conditioned tap water.
Does phosguard eventually wear out? Ive been using half a jar at a time and drying out the other half. I see what looks like brown algee coming back and dusting my sand and rock. Oh and i checked nitrates and it registered near zero.
