Clown digging around

Have a newer LTA that has buried down and attached to the base of a large rock. It's looking good, eating like crazy, and beginning to color up nicely. Tomato clowns have taken to it; however, they are tail fanning all the sand from around its foot. Should I just let things be or should I intervene and remove clowns? They are not abusing nem. Just digging around it and exposing a good bit of its foot.
 
Are the clowns a breeding pair? They may be looking for a solid surface to lay eggs on. I've had some clowns that tail fanned all the time... and it was annoying but never hurt anything, other than getting a little sand on nearby corals. Others never seem to do it. Completely normal.
