Clown fish eye problem

OK, so first off I need to say that this clown is between 17-19 years old. I know this as he moved into this house from my old house in 2002 and I know I had him in the old house and moved him.

He has been super healthy, in fact, he and another clown in the past year have just started laying eggs, so I think things, in general, have been great. On Monday I happened to look at my webcam for the tank and he was laying down near the sand, when I got home that night I saw he has one eye that is swollen and seemed to have almost like a piece of skin or something over it!

I tried to capture thinking to put him in quarantine but he is still swimming strong and can't get him so I just decided to leave in the display. I have reduced the salinity from 1.025 to about 1.024 just to help a bit and I have been running the lights on a "cloudy" mode to make the tank a bit dimmer for him to recover.

He takes food great, I've been feeding twice a day just a little bit to try to encourage him and make sure he still eats and he does. But he does lay down a large part of the day, but then will get up and moving and swims well.

I don't think it is popeye as it is only one eye, the other looks fine. And the problem eye over the past 3-4 days is looking a bit better. No other fish are showing any issue, no spots, no fin rot, etc. The clown looks perfect as well except the eye. But the laying down on the sand gets me thinking there might still be an issue.

Any thoughts? I'll try to capture a picture or two if I can.
 
Try dosing Epsom salt - 1 tablespoon per 5 gallons.

Reef safe, and that might help relieve the swelling.
 
I need to see if I have any that is pure Epson salt and nothing else in it. I keep checking my water parameters and they are all spot on nitrates at 0 and PH in the 8.16-8.22 range depending on the weather.
