clown help i dont want to put them in the wrong

i have a tank with some substrate, live rock, a 5-15 gallon im going tommarow to buy a air pump no sump just that i want to house a couple clowns, a shrimp,a starfish but i need some help i know i need a better filter just not sure what kind. oh would i need lights for shrimp or starfish if so how many watts??are skimmers and sumps neccesary?? i want just some fundlementals ive been READING alot just want your guys advice.. well guys im going tommarow to the stare what would i need to buy? i have a okay budget
 
None of the things you listed need light.

You do not need a sump or skimmer as they are really only practical on larger tanks.

I am running a 10 gallon with about 15 lbs of live rock, 15 lbs of live sand, and a filter pad with carbon and all sorts of goodies in it. Keep feedings light, and do 10% water changes every week or so and you should be fine.

The only piece of equipment I am running is a pengiun 100 without the biowheel (replaced the biowheel with the filter pad)
 
A 10 gallon? That's the size of my quarentine tank! The temperature fluctuates very easily. That's why I suggested the 20 gallon. Wont heat up/ cool down as fast as a 10. Also, your tank inhabitants wont be as stressed. :) All you need is a filter, a heater, and water bottles (to keep in the freezer until your tank is too hot).
 
regular water bottles or put salt water in them???? wait so all you need is like emperor 400 and a heater ? to run it with rock and sand-live?
