Definitely large enough. I believe clown pairs can be kept in tanks as small as 10 or 20 gallons. And once they have an anemone they don't need much room to swim anyway.
Well I have 2 clowns in my 29 biocube and they've been there for 2 years. I bought them as babie and they are about that size now. 40 gallons is plenty for those two guys, mine have paired and started to act like they want to breed.
