I don't know your area, but you pretty much have four options.
1) soda supply places (they sell/service soda fountains for restaurants, movie theaters, bars, etc.).
2) fire extinguisher places
3) welding supply places
4) paintball stores
Of the four, I prefer the first option. It's a product for human consumption, we should be able to expect it to be inspected.
