Coral Banded Shrimp and high nitrates

Hi all,
My 33 gal. tank is currently suffering from high nitrates. My Coral Banded Shrimp has lost 2 claws in the past month. Both of them grew back but i thought this was odd since I only have 2 clown fish, a cardinal and a blue hippo tang in the tank with him. Just last night he molted and has both claws again. However, he now has a greenish tint to his back. It's not his shell, more underneath the shell. It's a new occurance since the molting and I'm concerned it's an illness. Does anyone have any suggestions as to what this may be?
thanks in advance

my nitrates are over 80 right now. I just did a 10% water change then 3 days later a 20% water change but the nitrates are still above 80.
