Cowfish Emergency!!

I have a 1 ft long cowfish who i have had for almost 2 years. Turbo is in a 215 gallon aquarium, with a flame hawkfish, pajamafish, clown and anemone, a toby puffer, and a powder blue tang. just today my cowfish started to swim vertically(head down) he eats several times a day normally, but now won't even eat! HELP! hes my baby! I dont see anything different about him, except his eyes dont seem quite right. they look like they may have an air bubble in them or something!! Please i need advice, I dont want to lose Turbo. and all the other fish are doing fine and acting normal.
 
Sounds like a bouyancy issue. Possibly a bacterial infection of the swim bladder?
The bubbles in the eye are a concern, I vaguely remember they are indicative of some illness, but can't remember it right now.
 
today, Turbo is swimming upright, but he still has no appitite, is this maby a sign of a blockage? he doesnt use is left pectoral fin, i think he ran into the anemone when he couldnt swim right.
