Cyano or Dino?

I've been on the cyano side, battling this for a bit. Recent threads got me to question that though. It doesn't seem to care about flow (first pic would be directly in the return pipe blast zone, front corner of tank).

Chaeto doesn't seem to be capable of taking off due to lack of nutrients (my guess) under grow lights in sump (2x 30w? can't remember) or halides in overflow box (250w)

Phosphate reads 0.00 whenever i test. (Hanna LR)

Just keep at it and hope to starve it out sometime, or not actually cyano and i'm doing it wrong for dino?

You can try this method, but to be sure just take a sample and look at it under a microscope. Even a $12 microscope on Amazon works to get a definitive answer (though of course nicer microscopes are easier to use).

To identify under the microscope you can match what you see to the examples on this website, or just post it here and I'll try to ID it for you.
 
That glass method works to positively ID dinos.

To me, it looks like you have cyanobacteria there.

Suck it out during a water change, and don't be afraid to use chemi-clean.
 
Not sure if paper towel was too effective, i ended up with what looked like clear water. Left it on the rim for an hourish 'under' the halides and got the pic. I'd say it did clump up some, but not nearly like the other thread showed. Need to get a scope i guess.
