What concentration of bleach? How long should I soak it and how long to dry?

Why not just 1:1 water vinegar or I guess bleach?

1 cup per 5 gallons is what I use for sterilizing tanks and equipment. Soak it, then rinse and soak in just freshwater, then let dry. If you smell bleach after it dries, repeat. Can also use water conditioner to neutralize bleach
