Do Bubbles in the tank cause an issue?

Do bubbles in the tank cause some kind of issue? If so, does that mean you can't use a Hang on back power filter because of the water fall effect into the aquarium?

Aside from the salt creep, no, bubbles in the tank shouldn't be an issue. You would almost have to replicate the chamber of a skimmer to cause any problems IME.
