Ok My tank was 89 degrees today when I got home and my room was on fire. My wife sometimes forgets to put ac on upstairs. I am thinking of getting a chiller for my 75 gallon.

Yes you need a chiller. I think mine is a 1/10 HP and its struggling to keep my 75 gallon tank below 80 degrees right now so I would go bigger. How big do you need? I dont know. It depends alot on the temperature of the room and what temperature you want the tank to be.
A 1/10th HP chiller should be able to keep your tank at 80F or lower. Even if your wife makes that mistake once every 3 months, it puts everything in the tank at serious risk.
I ran a 1/4 on my 75 for years with 4 t5's and 2 250 halides in an enclosed canopy. It's not optimal for efficiency but it'll work. Mine kept my tank at 79deg all day long in the hot months but it was running almost all day
It sounds like you need a 10F temperature drop. A 1/10th HP unit could easily handle a 5-6F drop with your water volume and maybe more, especially if you use a fan blowing over the water in addition to an undersized chiller. But it will probably run continually and you may never reach 79F. A 1/4 hp unit would be best. I'd read all the pdf instruction manuals and tech data available on the major sales sites. They cover the various capabilities in detail.

How did your livestock do at that temp? Reason is my 150g swung from 75 in the winter to 88 in the summer. Now these were slow swings the livestock adapted and all was well with no chiller. They do put off there own heat. Where would you put it? Under the tank? Heat...
Is 89 about the hottest it may get at its worst? You may need to avoid the costs. However that being said...
Livestock seem actually fine. I think 89 is the hottest. Maybe I can put my ac on my APEX control so if the tank gets like 83 put ac on, haha think that would be a better option?
