Does a flame angel need a sponge-based food for long-term health?

no they don't need sponge based food. Did you quarantine the flame and make sure it was eating before putting in it into your display tank? While in qt offer a wide variety of foods like Larry's Reef Frenzy, prime flake, etc. If you already put it into your display tank and didn't qt, is it being picked on?

My flame eats spectrum pellets and the "Rods Food" I feed both and he seems to eat both well.... Picks at the rock work all day long as well

As long as it is getting some algae based food. NLS is a good balance food. I would not worry. I would keep trying the Nori. How old is your tank? It will feed off the algae off the rocks if your tank is mature enough.
