does the ballast on metal halide light produce AC or DC ???

both actinics (flourescent) and MHs should be AC out the load side of the ballast. Normally if it is something that converts AC to DC I have heard it referred to as a transformer more so than a ballast, although the only real difference between AC out and DC out is that the DC out unit would include a wheatstone bridge, or some other circuitry to flatten out the sine wave of an AC circuit.

The fact that the lights flicker indicates to me that the ballasts output AC current. If they were DC, then you should not see any flicker at all.

Then again I am open to any experts that have differring information :)
