EB8 #1 Socket only reading ~13V

I noticed the other day when i got home my 400W Metal Halide was not on. I am using a Coralvue elec. ballast and just upgraded from the ACIII w/DC8's to the Apex w/EB8's (3weeks ago, brand new). The EB8 in total never reached more than 5A max for the entire bar. Not sure why this socket (socket #1) is not working. I took an reading an found wether ON or OFF, the socket always reads 13V's. Any thoughts and how can this be fixed. Thanks
