What is this and where the hell can I buy one? Kinda looks like an ORA "Picasso" color pattern...

I believe he is the male pair of Picasso line at ORA. Not 100% sure.
The black will fill in as they mature.
 
Mikigo is correct. The "Emperor Percula" was one of the original WC clowns aquired and bred to produce "Picasso" offspring. Unless your a world traveller, or know of a secret collection spot your chances of getting one similar to the emperor is slim to none and I think slim has just left the building.
 
The guys as ReeferMadness took the picture, but they never had it in their possession. The pic was taken at a holding facility.

Here are a couple other pics taken by AquaDesignz.com, who didn't have the fish at their place either. The fish later became the male of the original pair that ORA uses. The female was a normally marked onyx. I understand that they are now on their 2nd generation and are mating picasso to picasso now. Is far as I have seen, they have yet to duplicate the original.

Wow! This have got to be the best looking perc that I've seen. :)

My Picasso does not even looked close to this one.

I wonder if ORA still has this particular Percula alive. My Picasso does not even look close to this one.

Very nice. The name "emperor" sure fits well. Is ORA the only place picassos come from? If so, is this fish the only progenitor of them?
 
There are a couple other private individuals who have WC "picasso" percs similar to the clown in the pic. At least one of those people is raising the overmarked babies and has posted pics to this forum.
 
That is hands down the coolest percula I have ever seen! The one JeffReef posted wasn't bad either.
 
I have yet to see any one of the offspring have all of the characteristics of the original. Some have the cheek marking but the body pattern is not as random or the body has similar marking but does not have the cheek mark.

actually, circa 02 someone posted a pair of wildcaught percs from singapore that made the "emperor" look like your run of the mill nemo. I wish I still had the picture
 
I would love to own one- maybe with selective breeding, they will eventually take on all of the "Emperor" color patterns (including the white d-fin & cheek spots).
