Fairy Wrasse Laying on side

Not sure what's goin on with my red head solon fairy wrasse so I figured I'd post it here. The first day I brought him home he was laying upright in the corner of the QT. The next day he was bobbing his head out of the pvc pipe and he started to look good and was eating pellets.

I started doing the TTM and he looked great until after the second transfer. He's been laying on his side for the past week and not eating. I ended up finishing the TTM and 2 three days of prazipro treatment.

Right now he's in the 10g qt for observation with pvc pipe. I wrapped a towel halfway up all the sides of his tank to try and keep him somewhat calm, and there's no direct light on the tank. I did see him eat one bit of mysis shrimp while laying on his side before I did the last tank transfer, but he's not going after pellets like he used to. He will swim for about a second before laying on his side again for hours.

Not sure if he's just stress or is it something else?
 
How was he behaving at the LFS? What is the specific gravity at the LFS? What is your specific gravity?
 
He was swimming with the other red head solon fairy wrasses back and foward, they were definately was afraid of us. He hasn't swam like that since the lfs. Picked out the one with most color. The bag he came in was at 1.022 so I matched the QT water to it. Now he's at 1.025
