A very nice picture.
Males have two prolonged spines on anal fin, while females do not. Your specimen is intermediate in pattern, and the spines will be longer gradually with growth. I would call it a young male.
Not labouti or Labouti's Fairy Wrasse but laboutei, Laboute's Fairy Wrasse. It was based upon an ichthyologist's name, Pierre Laboute of New Caledonia.
