As far as the damsel, either get him out, or try to re-arrange your rock so its all new territory. IMO, get rid of the damsel as it will only pose more problems with other fish you might want to add in the future. Hard to tell on the pics, but looks like a bristle worm

A domino damsel (if that's what it is) is among the nastiest fishes there is. They freak out in tanks smaller than 100 gallons or so. How big is the fish?

Rearranging the rock or using an acclimation box can help, but I agree with the opinion to get rid of it.

I agree with getting rid of the damsel. Most fish stores will accept returns. Do it soon or your Flame Angel could wind up dead. No sense sacrificing a beautiful $60 fish for the sake of a $5 fish that will only get bigger, meaner, and uglier over time.

If that is a bristle worm, it's probably not harmful to fish. I have lots of them in my tank and they don't seem to bother anything, but I don't have corals.

75 gallon, and he is hugh 2 1/2 inches first fish put in the tank 7 monthes ago, tank is 9 monthes old. I did rearange the entire tank it seems to have help the issue

As big of a PIA as it will be, you should still take the time to catch the Damsel and trade it in to a LFS willing to take it. As it stands, it pretty much owns the entire tank, and will therefore bully/kill pretty much any other fish you try to introduce. Or, just have the tank with it being the only fish in it. There really isn't much middle ground with them.
