Filefish 'flashing' - What's Wrong?

I've had Chill-Phil the filefish for 6 months now. He eats well. Swims fine. Plays in the current of the powerheads. He gets along well with others. Pretty hard not to when he's the only 'fish' other than a watchman goby.

The problem is that he is 'flashing', and has been ever since I acquired him. Not very much at first, but more lately. Ive been trying to get it on video for a long time..haha...and finally did today.

He's not actually white...the camera does not adjust well in the odd lighting.

Please don't look at the gha problem im having atm. lol

his breathing rate is quite fast, definitely over 100 times per minute. This indicates presence of parasites in his gills and bothering him, causing him to flash. was Chill Phil quarantined and treated for diseases, as well as the watchman goby?

do they show any external signs of parasites? white spots, etc.?
 
The watchman goby's color is very good. His breathing is normal.

The Watchman Goby was entered into the 55g DT first. Then after 5 months I decided the buy one more fish. The Filefish.

I did not put either of them into a qt tank. At the time I didn't have the means to setup a qt. I get what your saying, I'm paying the price now. I currently live in a place where I am able to do a qt. I have a 10gl and a 33gal long. And enough spare parts to keep one setup if/when I need to.

You need a few close up pics? I have a slr that should do the trick.
Bad deal...I am a touch colorblind....I know eh. lol Makes it a bit hard to pick out those small color variation.

As far as I can tell...I see so signs of Ich. When comparing to all the pictures I see online.
