Filefish growing yellow spongelike parasite on tail!

Hello All,

My filefish has been growing some sponge like parasite on its tail for two weeks now. I know the picture isn't the best...if need be I'll take another one. He seems to be breathing fast also. What can I do? Has anyone experienced something like this?

How is he eating? It appears to be a fungus but it's hard to tell with the actinics. Can you get a pic without them?
