Filter vs Sump

Im going to get a 40 gallon breeder. I currently have tanks that im going to sell. I have a Penguin Biowheel 200 and "The Emperor" not sure if real name but tahts what the box says. Would it be okay to keep those and not spend the extra money on a sump. Im on a tight budget, im 15 and im working small jobs here and there. What do you recomend?

i also run a 40 breeder i would go with a small say 10-15 gal aquarium as a sump. i use a 20gal high on mine. its nice when you start to add some better equipment like a skimmer or carbon filter or auto top off unit. if i was you i would get rid of the crappy hob filters
