+1 I'd go with this - the OP photo doesn't have the white scalpel of the Atlantic, so a Hawaiian(blue tail) Thompson Tang matches better

Some Atlantic are all blue. Head/Tail shape looks like a Thompson though.

That..is so not an Atlantic blue tang.

It is more likely a thompson, but it is part of acanthurus family.
