Fish Tailing

I've got a couple fish that swim down to the sand and wag their tail real fast back and forth and stir up the sand. What does it mean if anything?
By the way, its always in the same corner (right front).

What type of fish are they?

One is a clownfish, and the other is a blue damsel

With the clown that could be them fanning their eggs.
