fish trouble

one of my orange lyretail has been acting sick. (laying at the bottom and then gettin up to swim but then back to lie down, breathing heavy ) however he is still eating and I am not able to notice any signs of disease...I am kind of confused as to why he keeps laying down for periods of time?! Can anyone help in any way??
 
Lack of oxygen could be a reason. What kind of skimmer are you running: that can help oxygenation?
 
how long have you had it? These fish get stressed easy and a 29 is not yardley big enouph for one IMO. wHAT ARE YOUR WATER PARAMS? sTART THERE FIRST AND A BIG WATER CHANGE CAN DO WONDERES IF ITS NOT DISEASE RELATED. Opps sorry for the all caps..
 
All my parameters are fine and I did a 25% water change recently (2 days ago) when the fish started acting funny. I do not currently have a skimmer and have been looking to invest. I just need help choosing one that will be most efficient for my tank that is not extremely expensive. I didnt think it would be enoug room for the fish from what I had read, however, my LFS told me how he had 4 in a 30 gal that had been doing fine for 2 years so I thought it would be fine. Thanks for the reponses!
