Fish don't school in our tanks - at least, not the textbook definition of schooling. Some will shoal, though even this is not guaranteed. My own experience suggests that the presence of larger fish will encourage shoaling in smaller fish.

Shoals are very loose groupings. So even what would be considered shoaling behavior in the wild would look like a random distribution in all but the largest tank.
