Flame wrasse skin irritation

Please help me diagnose my male flame wrasse. I put him in the tank about 2 weeks ago with a female. I have had no problems or symptoms until today, when I noticed the flames were not coming out. The male has an irritation on his skin that looks something like a bite or scrape, but the white coating over the injury looks pretty serious. Please help.

Tankmates
3-4" blue hippo tang; has been aggressive towards the flame
5" one spot foxface; very docile
A mated pair of false percs; clueless about anybody else in the tank
8-10" engineer goby
medium lubbocks fairy wrasse
large finespot fairy wrasse; has been aggressive towards the flames, but has been in the overflow for the last 3 days, so he's not a suspect.
1 small mandarin dragonet
2 cleaner shrimps
no crabs, snails or starfish

Tank specs
90G DT; 29G sump; 20G frag; all plumbed in together. 90G DT and sump have been in place for 3 years; frag plumbed in 6 months ago
