flickering / scratching ?

my brother just got a juvi 3' queen angel three week ago. Its been in an established 20g qt. 10 days ago the angel started to flicker and at times scratch vs the pvc pipe. there no visible ich or anything else on the fish. what do you guys think this is? it if was ich would it have show up already? His LFS said its probably just an external parasite orther than ich and to treat withclout for two days plus fresh water dips w/formalin. . I told him he should beign to hypo the qt in case its ich . what do you think?

Watch for flukes in the bath water when you are done. They look like contact lenses, about the size of a bb or bigger. When the fish has flukes, it will shake its head like a dog shaking a sock, just for 2 or 3 seconds. Generally the next thing to go wrong is a cloudy eye will appear. If you can, let me know what you see in that bath water and we will go from there.
 
It could also be a number of different parasites on the gills not visible which will not show in a dip. A dip only tests for flukes, it is not necessarily going to cure it.
 
Instead of creating a new thread, I have a clown that has similar symptoms. Yesteray I dipped him in fresh ro/di water for 2.5 min, and I couldn't see any flukes in the water (granted, did not use a magnifying glass).

What "other" parasites could it be? How can I diagnos? What's the best way to treat? Concerned about throwing in some medicine on how it would affect my FOWLR tank...

I have a bi-color dwarf angel, an orange spotted goby, peppermint shrimp, cleaner shrimp, some hermits and snails.
 
There is a list of parasites that will give those symptoms. Without pics or other symptoms it's hard to judge, I would HIGHLY recommend treating in a QT regardless if it is FO or reef.
