I am leaning toward a genetic mosiac variant of a Scopas Tang and not a hybrid. Genetic Mosiacs are more readily seen in Angelfish (Blue Potters, and St. Paul's Rock Queen Angelfish (colored like a Japanese Koi) but photos pop up from time to time of Tangs like this one.
 
It was basically the same as this tang:

I think Liveaquaria just made the colors pop a little bit better in their photo.
