IMO foxfaces' get too big for a 4 ft tank. That and that they are labeled reef safe with caution for a reason isn't the best choice in a frag tank. Same thing goes for blennies too. They won't outgrow the tank but will eat polyps and clams. I'd go with a a bristletooth tang and a wrasse (mystery/melanaurus/raidant) and possibly a maroon and a dottyback(if you're feeling frisky) if it was me.

My suggestion would be to put a fish or two in there that you want or enjoy and just get some Mexican turbos and astrea snails.

The tank will stay spotless.

I would. They shouldn't go near your corals.

Well... Tuxedos won't eat your corals, but they'll pick tiny frags up and carry them around. Half the time the frags don't really care, though.

Yeah mine had a red mushroom and a zoanthids polyp attached to it for months.
