Fragging Underwater?

I'm new to keeping corals and I was wondering if it is at all possible to frag a soft coral underwater? See, I have a large neon leather that is attached to a big rock. Can I just cut it underwater and then do a large water change?
 
I have fragged a couple of leathers underwater with no problem. I normally only frag a little bit though and I run carbon.
 
Thanks. I'm not looking forward to it as I'm worried it will harm the colony in some way. Corals don't feel pain, right???
 
Just use a straight edge razor blade. Try to make a clean cut, don't use it like a saw. Place the newly cut frag in a low flow area for about a week, giving time for the cut flesh to heal. After a week super glue it to a rock outside of the tank, let it dry for about a minute. Place this in a low flow area for a couple of weeks allowing it to attach well. After that place it in a good spot for it in your tank. It's easier than you think.
