I thought you only had to have a license if you plan on selling corals as a business or for a profit like any other occupational license. This is at least what I'm told where I work. (Work for a city) The government would lose alot more money because I'd nickel and dime them and claim a 3 year loss and close the business. Been there, done that.

I didn't realize they harped so hard on taking rock from the ocean. A guy I worked with probably took about 30 pounds every time he went to the keys till he filled up his tank.
