Golden head eels?

Is it possible to house on of these fish in my FOWLR system? I have a baby emp, a pair of picasso clown fish, Blonde naso (ONLY 4 INCHES)
They it looks like this and it $40 (Gymnothorax fimbriatus)

Is it a good idea to keep him in the tank as the clowns are 2 inch semi-male and 3 inch full-picasso female
They also have a $17 Common moray
(Gymnothorax sp.)

Is it a good idea?

I would say definitely not, it's a horrible idea if you value the lives of your current residents. In rare cases you'll find one that might be all right in a community, but for the most part their aggressive reputation is very much deserved.

I had one in my FOWLR. Smallest fish being the Maroon Clown pair that I had. I had them together for 2+ years before I shut the tank down. It never bothered anyone in the tank. Tight cover and cover on overflows was necessary as the can/will escape.
