Good all around lens

Used to have a rebel xt, sold it years ago along with a 100mm macro. Terrible mistake. I recently picked up a 450d for a incredible price. I still have the crappy lens that came with the xt. What would be a good lens for macro that won't break the bank ? I p,an on picking up the 50mm prime, loved that little thing. I don't really want to drop 600 + on another lens, just something for good macros. Of course, mainly aquarium shots, also open to 3rd party lens.

Tamron 90mm, Sigma 105mm. You may have to go used to stay below 600 bucks though.
 
Know that at that price, you are looking at an older model, though it may still be new/unused.
 
The two biggest things would be internal focusing and Vibration Compensation. I have an old screw drive DI model. It doesn't have a motor in the lens and focus is fairly slow. Don't need it for macro, but it's nice for regular shooting. I shot this with it.

For me doing tripod macro work with a Canon lens, image stabilization / vibration reduction is inconsequential. That said, if you're hand holding, I'd seriously consider IS / VR.
