I got my nem yesterday with its mouth wide opened. Today it is sagging on the live rock. Is it dying?

It's hard to say just yet. BTAs can look bad when they're acclimating, then rebound and be fine.

how new is the tank and what are the water parameters.

When I first got my anemone It looked similar, if not worse than that, but looks great now! Keeping great water parameters and having an established tank always helps. Good luck!!
