your water changes are good, nitrate should be at 0, phosphate should be within range. When i had hair algae, i tried my best to siphon as much as i can. In my experience, sea hares are the best to remove them from the tank (but they dont eliminate them, fixing your nitrate and phosphate levels do) and when they run out of hair algae, sell them to someone who needs it or return them back to your lfs for store credit.
triple your water change schedule for a while and lower your bioload or improve your nutrient export. A big algae eater will only shift your nutrient issue over to another symptom. And stay mellow. :spin2:
If there on the frag plugs can you pull the plugs and just scrub them off with a toothbrush for starters? Then get some turbo snails to finish any remnants of it .Also do you have a fuge? Use macro in a fuge on a reverse light cycle to starve out the hair algae after your done scrubbing. Phosban can be added along with the other options for even more help. Definitely pull off as much as possible though and in a month you'll probably have none
