are these branches coming out of my hammer coral new heads? if so how long does it take them to become fully developed

The green thing looks like a dead head....but the tiny things protruding from the main stock look like new heads. Speed of growth had a lot to do with your water parameters. Maintain good Alk and Ca levels, and they'll get bigger before you know it.

I think those little tubes are either feather dusters or tube worms that create a mucus kinda kite and reproduce relatively fast.

Might want to try to get control of that algae and cyano now before it gets out of hand.

When my hammers reproduce a head will just split in two and continue to do so.
 
Upon closer inspection...they might not be new heads... I took a look at mine and it would appear that the new heads sprout from the fleshy portion.

Heres a pic of what new heads developing looks like...
