hardware store question?

My local hardware store has a compact fluresent bulb. Its a 18w and I believe it would fit in my picotope light fixture. Question is this the same as a power compact? Second is this going to have the same Kelvin reading? Third it is not a 50/50 bulb, but this bulb at the hardware store will be an addition to the stock bulb. I'm in the process of building a canopy that will house both. Basically is the hardware bulb as good of quality besides watt and actinic, as a bulb purchased at lfs thanks if you can help

they are usually self ballasted cf's. usually around 5000 to 65k. I would not personally use it. would be good for a little fuge though.
