Heating question for 700g in basement

I'm laying otu the plans for finishing my basement, including a 8'x4'x3' deep in wall tank and fish room. My basement is 60-62F all year. I've seen many of you work up elaborate ways to evacuate MH lighting heat. I'm wondering if SOME of that heat won't be necessary to keep the tank temp up to 78F?

Thoughts?

Since I'm doing all the work myself [except the tank construction], it'll be about 4 years before the project is "done."
 
MH's put out a great deal of heat so you will probably not need much more when they are on. However you will definitely need a heater when they are off. An acrylic tank is a much better insulator than glass.
