Fishnugget, I'm sorry I'm all out of ideas. This sounds like an excuse to get everything new and move up to a bigger and better setup.
 
Before you break everything down, I would suggest siphoning the sand out and trying bare-bottom. My tank had cyano, even after all the phosphate and 3x week feedings/waterchanges etc. I went to a bare bottom setup, and voila cyano free

I would removed the sand also, you have done so many things right with same results. What is left? This hobby can be very frustrating. wow
 
I dont think he was saying that you had a hidden agenda, I think he was saying that you could use this "opportunity" to upgrade :)
 
when i get a cyano outbreak i just let it run its course clean things up and wait for it to go away on it's own. i turkey baste it away from any corals it may be encroaching on and suck out as much as possible.
