Help ID please - Ich?

I noticed something on my coral beauty the other day and need help IDing. I couldn't get a pic that wasn't blurry, but in the quick video you can catch a glimpse of what I'm referring to on his face.

It hasn't gotten bigger since I've noticed, he's eating normally, acting normally, not hiding and no labored breathing.

Tank has been up for 4 months or so.

Salinity 1.023
Nitrates 20
Nitrites 0
Ammonia 0
PH 8.1-.3

Tank only stocked with a wrasse and snowflake eel, neither of which have similar markings.

I cannot see anything, it would help if you post a close-up picture of the angel.

Too blurry to say anything for sure, need a more clear picture. It does not need to be this close. If it looks like there is specks of sand on the fish, it is most likely ich. If you are asking about the white marks around the eyes, those look like physical damage to the head that pealed of some scales.
