Help! Infected Angel

I have a juvenile Japanese Swallow Tail Angel and a couple days ago she started flashing and scratching, she seemed to seek extra attention from my cleaner shrimp and was alright until this morning. Now she is at the top of the tank swimming into the power head current and seems to have laboured breathing. I cannot see any white spots or haze on her, her eyes are not cloudy and there does not appear to be any excessive mucus on her scales.... what could this be and how/with what do i treat it with??
