Help! My Poor Sea Star

My poor choco chip sea star is droopy! I thought maybe he was hungry, so I set him down over a lump of raw shrimp. The next morning, the shrimp was laying next to star in the sand. Star fish hasn't moved in a week, but when I lean him on the glass, his little feelers still come out... But only a little! What can I do? He's not turning white, still has all of his color. Only an ocellaris and a citron goby in my little 10 gal- weekly PWC
 
YOu need tests. Alkalinity, salinity, temperature, nitrate, ammonia all things that can impact the critters. Right now, do a 20% water change, which will solve some things, and 'run carbon,' ie, put a bag of carbon in the water flow. Read the SETTING UP sticky above [top] and get those tests. Salifert is a good brand. Test strips will do for the ammonia: ANY is a bad thing. Hope that helps.
