All chlorine removers remove chloramine. However, unless it is Amquel, Am-Lock or Prime the ammonia tide up in the chloramine will still be left behind. Tetra Aqua safe works this way, leaves the ammonia behind. To kill fish in minutes or a couple of hrs the ammonia would need to be through the roof. And as I stated before carbon will take both of them out to a point but not the ammonia but poly's due remove ammonia to a point. With a skimmer and a wet dry it can not be O2.

Yeah I'm gonna go with boomer... I know all those measures of salinity and ph and copper are important but none of those levels should kill off inverts and fish THAT fast. Remember some people dip fish in Freshwater as treatment for certain ailments for as long as 3 minutes. He said some of the base rock was leftover from a previos setup? was it dry? where was it stored? I would suspect a household or industrial poison to kill so fast. I've seen fish and inverts die off from those other reasons, it happens slower than 5-30 minutes like he said.

Just wanted to post a follow up. I broke down all of the equipment except for the tank itself. I cleaned everything with vinegar and water. I removed 95% of the water in the tank.

I purchased an RO unit and made up new saltwater. I ran this for about 4 days and then introduced two Mexican turbo snails and six small hermit crabs. It has been about a week now and all are still living and appear to be healthy.

I still am not sure what caused the problems before but hopefully I am heading in the right direction now.

Another update. I now have three Mexican turbo snails, three red legged hermit crabs, nine blue legged hermit crabs, two emerald crabs and two conehead snails. All are doing fine. I just acclimated a small blenny to add to the tank. I acclimated for about 2 1/2 hours and let him go. He lasted 2 2/12 hours and has now perished. How is it possible that the inverts can survive and not a fish? Could it be CO2 in the tank. My pH is at 8.3 and SG is 1.0235 (refrac). I have some rather large turbo snails and cone head snails.
