Help with Tunze Osmolater

So I purchased this second hand from another reefer who had broken down his tank about a couple of months. With work and travel, I haven't had a chance to work on my ATO until now. I've been fiddling with this thing for over a week now and still can't get it to work... when I look at the manual on the Tunze site, it says:

Red LED "žToo high"œ and red LED "žToo low"œ are lit and are flashing simultaneously = Water has penetrated into the controller and has switched off all functions. Open the device (see overleaf); dry the PCB and clean, if and when necessary. If both LEDs light up again after some hours, residual salts and high humidity may be the cause. The device has to be examined in a specialised workshop.

I've followed the instructions, the PCB was already dry, but okay, i'll dry it some more and cleaned it... let it sit for a couple of days.. and still same loud alarm noise and not working. What do I do... there are no specialized Tunze shops around here that I know of... am i out of $125 bucks?
 
The other cause can be a strong magnetic field, for example the controller is near a ballast or a lot of wiring. If it is not water damage or a magnetic field, send it in, if it was made less than 2 years ago it would be repaired or replaced under warranty.
