Does anyone know if a high KH value (12.8 dKH) necessarily represents a negative reef situation as long as the pH value is within normal (8.2) and other factors are normal? I don't understand why the KH/alkalinity has gotten so high while everything else has remained stable. I use RO water and Instant Ocean...?

If calcium is OK, then it is OK to have slightly high alkalinity.
Have you measured the alkalinity in the IO? It usually it runs around 11 dKH, but it may be higher in some batches.
